Who decides what is art, the artist or the audience?

For example if an artist took a bucket, filled it with green paint, and called it art, would it be art? What if the audience thought it was garbage?

Reverse example: the artist puts together an unusal outfit because his normal clothes are dirty, and the audience (other people) love it and think it’s a great work of fashion art. The artist themselves thinks it’s nothing. So who’s right?

Whoever finances the exhibition of it.
